Situation
This medium-sized computer system manufacturer was not satisfied with the poor performance of their project management methodology.
Nearly two years ago they had completed a project to establish a standard project management methodology that every business unit was required to use.
The results were not good. Project failure rates continued at the same rate as before the methodology was put in place.
Some business units were reporting success while others were unaffected.
Senior management decided that the resolution of their project management methodology problem was to establish a project support office and they needed some help deciding who should be on the task force to design, build, and implement their project support office.
Because of their pressing business needs and the limited budget they had for the project, they would only get one chance at this project and did not want to make a mistake.
The situation was quite sensitive and needed a well thought out plan.
They knew the value that a balanced task force would bring to this project but did not have the tools to assure that they could build the best team possible.
EII Solution
EII was asked to assess the situation and recommend members for the task force. EII identified a group of 100 project managers from which a task force of 8-12 would be chosen. Each of the 100 project managers was asked to identify up to 8 other managers and professionals whom they felt would be able to provide valid competency assessments on them. These 8 other managers were chosen from among their superiors, peers, subordinates and customers. All 100 project managers and a group of over 500 other managers and professionals completed the Project Manager Competency Assessment.
Results
For each of the 100 project managers, a competency assessment report (sample report) was prepared.
A task force with the proper balance of competencies needed to successfully deliver the project support office project was easily chosen from the Competency Assessment results.
As a by-product of the Competency Assessment, EII was able to identify best practices within the enterprise and forward these to the task force for consideration.
Outcome
The project was completed on time and within budget and has been in operation for nearly one year. It appears to have met all performance criteria and has been accepted by the enterprise and endorsed by senior management as well.
